    Dr Alexandra Harkins is the Associate Medical Director (Higher Level Responsible Officer (HLRO) team) for the South East region where she is responsible for supporting the South East Medical Director in their role as the SE HRLO and the HLRO management team to deliver the statutory functions under the Medical profession (Responsible Officer) Regulations. Alex also currently appraises Responsible Officers in the London region and she is a member of the Executive Committee of UK Digital Health and Care. Prior to this Alex was the Responsible Officer for a large designated body, the Independent Doctors Federation (IDF) from March 2020 – October 2024. During her tenure as IDF RO, Alex oversaw the growth of the IDF’s connected membership by 30% as well as the growth of the appraisal service. She also set up and led the IDF’s stage 1 complaint support service and embedded GMC’s Good Medical Practice 2024 into IDF appraisals. She also developed and delivered the internal part of the annual IDF Appraiser Update training. She was an appraiser for the IDF from 2007 – 2020 prior to her appointment as the IDF RO and she sat on the IDF Appraisal Committee from 2013 to 2015. Alex was a senior appraiser of NHS GPs in North West London from 2023 to 2025 and an appraiser of NHS GPs from 2013 to 2025. She was also an appraiser of Responsible Officers for NHS England London region at the outset of revalidation from 2012 – 2016 and an appraiser for Public Health England. From 2013 – 2020 Alex was the Primary Care Medical Director and Lead Appraiser at Health Management Ltd and she was also a member of the company’s Wider Leadership team and Clinical Governance Group. Alex worked as a private GP in the City of London from 2001 to 2020. Between 2019 and 2021 Alex was a GP specialist advisor for CQC. Alex completed her pre-clinical training at Christ’s College, Cambridge in 1994 with a First Class Honours Degree in Medical Sciences. She subsequently completed her clinical training at St Mary’s Hospital, Paddington in 1997 achieving distinctions in Pathology and Clinical Pharmacology. Alex undertook vocational training as a General Practitioner at St Mary’s, Paddington from 1998 - 2001 and achieved MRCGP with Distinction. Alex also has a Postgraduate Certificate in Education, PGCE (2000).
